Spent 2 nights before the new moon at the end of July hiking around Mt. Hood – May and June weather was less than ideal although it appears the Milky Way would have been positioned over Hood from a Northern perspective. Notes for next time…

Not sure if this helps, but July / new moon has been good luck to me, and yes, your best shot is going to be from areas such as cloud cap / barret spur / parkdale , and hopefully during a non fire smoke year!
